Fight in Senate is Our Only Hope for Survival of Free Speech

Senate Judiciary members who support the federal “anti-hate bill” S.1145 outnumber opponents by at least 12 to 10. Two Republicans, Senator Arlen Specter (R., Pennsylvania) and Mike DeWine (R., Ohio), have declared their support for the bill.

Unless there is a miracle of Divine intervention or a senatorial change of mind, S.1145 will soon be on the floor of the Senate, voted upon by a Senate overwhelmingly inclined to pass it quickly. Such passage already occurred on June 15, 2004, with a vote of 65 to 33, although it was later overturned in conference.

It is imperative that all who love freedom call each of the 55 Republican members of the Senate toll free at 1-888-355-3588 1-877-762-8762, 1-866-808-0065 or toll at 1-202-225-3121.

The list of Senate Republicans is posted on the home page of Print this list and call, stating this simple message: “I want to express my disapproval of the hate bill S.1145.” Don’t hang up but ask to be transferred to the next Senator and so on until you have left your message with all 55. The receptionist will either transfer you directly or send you back to the capitol operator. Calling these 55 will take about 20 minutes.

The American tradition of parents deciding what is best for their children is under attack. The pharmaceutical industry wants universal mental screening for every child in America, including preschool children. But universal screening alone is not what the pharmaceutical industry wants. The real payoff for the drug companies is the drugging of children that will result -- as we learned tragically with Ritalin -- even when parents refuse!

The drug companies want your children to be "screened." The psychiatric establishment wants to do the "screening." And even a recent presidential commission (New Freedom Commission on Mental Health) supports it all. These powerful groups want your children "screened" -- whether or not you, as parents, give permission.

Congressman Ron Paul, an OB/GYN physician for over 30 years, is desperately trying to keep the drug companies, politicians and federal bureaucrats from becoming parents to your children. Dr. Paul will introduce this week an amendment to the Labor, HHS, and Education Appropriations Act for FY 2006 that will withhold funds from being used to implement or support any federal, mental screening program.

In a letter to his congressional colleagues, Dr. Paul states: "As you know, psychotropic drugs are increasingly prescribed for children who show nothing more than children’s typical rambunctious behavior. Many children have suffered harmful effects from these drugs. Yet some parents have even been charged with child abuse for refusing to drug their children. The federal government should not promote national mental health screening programs that will force the use of these psychotropic drugs such as Ritalin."

If you think this action alert is about something that "can't happen here," think again. In 1995, the state of Texas launched the Texas Medication Algorithm Project. (, June 21, 2004)

The state of Illinois has also approved a mental health screening program. The Illinois legislature passed the Children’s Mental Health Act of 2003 which will provide screening for "all children ages 0-18" and "ensure appropriate and culturally relevant assessment of your children's social and emotional development with the use of standardized tools." In addition, all pregnant women in Illinois are to be screened for depression.

Dr. Karen R. Effrem, a pediatrician and leading opponent of universal screening with EdAction states: "Universal mental health screening and the drugging of children, as recommended by the New Freedom Commission [presidential commission], needs to be stopped so that many thousands if not millions of children will be saved from receiving stigmatizing diagnoses that would follow them for the rest of their lives. America’s school children should not be medicated by expensive, ineffective, and dangerous medications based on vague and dubious diagnoses."

Dr. Effrem warns:

1. Parental rights are unclear or non-existent under these screening programs. 2. Parents are already being coerced to put their children on psychiatric medications and some children are dying because of it. 3. Mental health screening does not prevent suicide. 4. Mental health diagnoses are "subjective" and "social constructions" as admitted by the authors of the diagnostic manuals themselves. 5. Most psychiatric medications do not work in children. 6. The side effects of these medications in children are severe. 7. The untoward influence by the pharmaceutical industry, or at least the impropriety, is abundantly clear in two important aspects of this issue. 8. Merging screening with the academic standards required by No Child Left Behind, as is happening in Illinois, will lead to diagnosis for political reasons. School mental health and violence prevention programs funded by NCLB and government counterterrorism operations are already using such criteria as "homophobia" and "defenders of the US Constitution against federal government and the UN" to label school children and US citizens as mentally unstable and violent. The next two weeks are crucial. We MUST put the heat on Congress NOW to remove all so-called “Invasive Species” language from the transportation bill.

Both the House and the Senate are currently conferencing to work out the differences between each of their versions of the transportation bill. The House version contains NO Invasive Species language. That’s good! HOWEVER, the Senate version contains a DISASTROUS provision that would initiate the process of documenting, listing, and regulating so-called Invasive Species. This is what we HAVE TO STOP!

The disastrous provision in the Senate version of the transportation bill is Section 166. It calls for the documentation and regulation of “non-native” and invasive species. Invasive Species regulation is the Endangered Species Act on steroids. It is a property rights nightmare and it must be stopped.

Section 166 of the Highway bill is titled, “Control of invasive plant species and establishment of native species.” This section gives the federal government control over which plant species can be planted along highways. Make no mistake. This is the camel’s nose under the tent. A MAJOR new radical environmental land-use/land grab agenda will become LAW. Section 166 MUST BE TAKEN OUT OF THE SENATE HIGHWAY BILL!

Imagine the Endangered Species Act on steroids. Now multiply its devastating effect on property rights one-hundred fold. That should give you a pretty good idea of what Invasive Species legislation will mean for property owners in every state, county, and city in this nation.

Invasive Species is the radical greens’ key to controlling every square inch of land in the United States. And the Senate Highway bill is the just the beginning.

This nightmare all began when Bill Clinton signed Executive Order 13112 in 1999, creating an “Invasive Species Council” to monitor and control “alien species.” What are alien species? According to Clinton’s Order: “Alien species means, with respect to a particular ecosystem, any species, including seeds, eggs, spores, or other biological material capable of propagating that species, that is not native to that ecosystem.”

Most agricultural crops and animal species clearly fall within the definition of “alien.” Domesticated pets, many houseplants, and Kentucky bluegrass used in most lawns and golf courses are already defined as alien species. Indeed, this is all the greens and their allies in the federal government need to control all land in the U.S.

The American tradition of parents deciding what is best for their children is under attack. Powerful corporations, institutions, and politicians are quietly moving to have the federal government implement universal mental-health screening of children.

This would likely lead to the forced drugging of children.

The New Freedom Commission on Mental Health (a presidential commission formed in 2002) is the front group for this attack on the family. Michael Hogan, chairman of the commission and director of the Ohio Department of Mental Health, thinks universal screening is a good idea.

It's just that Mr. Hogan fears recommending it now is "a little premature and probably controversial" although it "might be the right thing to do." (Christian Science Monitor, January 20, 2005)

A little premature? Probably controversial? You bet it is!

No parental consent? The right thing to do? No it is not!

H.R. 181 would prohibit the use of federal funds for any universal or mandatory mental-health screening program.

Congress and President Bush can act quickly when they want to act. In 2003, the Do-Not-Call Implementation Act was passed by Congress and signed by President Bush in less than six weeks.

Since they acted quickly to stop telemarketers from calling people at home, they certainly should act just as quickly now to block the forced mental screening of children.

About This Legislation:

On March 18, 2002, the United Nations met in Mexico for the purpose of developing a global tax and a global I.R.S. The global tax would cost American citizens $400 billion annually. The global I.R.S. would keep tabs on every American citizen's financial affairs. The Prohibition on United Nations Taxation Act, H.R. 1017 says "NO" to this global tax and collection scheme. It would prohibit the United States from paying any voluntary or assessed contributions to the United Nations (U.N.) or any of its agencies if the U.N.: (1) attempts to impose a tax on any U.S. person; or (2) borrows funds from the International Bank for Reconstruction and Development (World Bank), International Monetary Fund, or any other similar or regional international financial institution.

H.R. 1017 would prohibit the United States from paying any voluntary or assessed contributions to the U.N. or any of its agencies, including the U.N. Development Program, unless the president of the United States certifies to the Congress 15 days in advance of such payment that the U.N. or such agency is not engaged in any effort to develop or promote any taxation proposals in order to raise revenue.

Whereas the United Nations Convention on the Law of the Sea (hereafter referred to as the `Law of the Sea Treaty') was conceived as a result of the New International Economic Order, a political agenda of the United Nations to transfer wealth and technology from the industrial countries to communist and undeveloped countries;

Whereas, in 1982, President Ronald Reagan announced that the United States would not become a signatory to the Law of the Sea Treaty;

Whereas, in 1994, a separate `Agreement' that purported to amend the Treaty was deemed unacceptable to the Senate Foreign Relations Committee;

Whereas the Law of the Sea Treaty affirms the oceans as the `Common Heritage of Mankind,' and dictates that oceanic resources should be shared among all mankind;

Whereas the Law of the Sea Treaty would cede 70 percent of the world's surface to the control of the United Nations;

Whereas the Law of the Sea Treaty creates the International Seabed Authority, which will for the first time in history grant a United Nations entity the authority to directly impose fees, which are really taxes, on private enterprises and countries for seabed mining, offshore oil platforms, and other raw material recovery activities;

Whereas the Law of the Sea Tribunal, created by this treaty, has claimed jurisdiction over the territorial seas and economic zones of coastal countries, as well as jurisdiction over the onshore economic activities in coastal countries that might affect the oceans, and could rule in a manner contrary to United States military, counterterrorism, and commercial interests; and

Whereas the Law of the Sea Treaty would be an unprecedented surrender of the sovereignty of the United States to the United Nations and violate the United States principle of `consent of the governed': Now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That it is the sense of the Congress that the United States should not ratify the Law of the Sea Treaty.

RAN wants to dictate J.P. Morgan Chase's lending policies for the developing world, especially with regard to energy projects and logging. RAN ended up using the kids as pawns in their radical protest against Chase. RAN’s tactics were aptly denounced as “ideological child abuse.”

Given RAN's anti-human agenda, we can also expect it to oppose loans to ranchers and home builders EVERYWHERE -- INCLUDING THE U.S.!

The push for a global tax is stronger than ever. The term might be "global," but make no mistake -- the target for the tax is America's deep pockets.

Just three days ago during the G8 summit, France and Germany proposed a global tax on airline tickets. The globalists loved it. Hans Eichel Germany's finance minister stated, "No one in the G8 [including the U.S.] has said anything against it. It's now on the agenda."

The push for a global tax is now so strong and so real that Congressman Ron Paul will attempt to stop it tonight. Congressman Paul will offer an amendment to the Science, State, Justice, Commerce Appropriations Act of 2006 that would prohibit any U.S. funds from being used to develop, publicize, implement or impose any U.N. tax or fee on any U.S. citizen.

If any member of the U.S. House doesn't vote in favor of Congressman Paul's amendment, he or she supports a U.N. global tax.

Congressman Paul's amendment will be voted on tonight or possibly tomorrow morning. We have little time to rally support, but rally we must.

In a letter to his House colleagues asking for their support, Congressman Paul stated, "At least five times in the last decade, the United Nations has held summits where the 'problem' of how to develop a global tax was a major item of discussion. The United Nations has long wished to carve out a way to finance its activities independent of the dues of member states."

Germany's finance minister Hans Eichel didn't hear any opposition to a global tax from the G8 political elites a few days ago. Well, it's time that Mr. Eichel and others of his kind hear opposition from Americans: "No U.N. tax!"
